Request for Proposals in the field of Anti-Corruption
The Human Rights and Governance Grants Program (HRGGP) of the Open Society Institute seeks proposals from national and international organizations for their work monitoring, exposing and combating corruption by government authorities. Anti-corruption initiatives have been adopted by many governments throughout the region, often with the assistance and funding from major international bilateral and multilateral donors, and frequently civil society actors have provided support to these efforts through awareness and training programs. Nevertheless, corruption remains a problem, both at the national and local level, and the rights of citizens are compromised as a result. HRGGP aims to support projects developed by watchdog organizations that seek to curb corrupt behavior by the state authorities through programs that monitor those activities and respond with public and legal advocacy campaigns.
- Proposals should have a well-articulated advocacy strategy that defines and justifies the program activities.
- A brief description of the overall environment in which the project will be implemented should be included as well as a rationale for recommending the particular project.
- Applications should provide a description of the implementing organization and any partners that will be involved in the program. Funding will not be provided for the involvement of government agencies in a project.
- The proposal should make clear how the success of the program will be measured.
- Institutional grant requests will be considered, but only with the submission of a clear advocacy strategy and program of activities by the organization.
- All proposals should be accompanied by a detailed budget in US dollars and justification, and provide a list of grants received or committed from other donors. HRGGP funding generally does not exceed one-third of an organization's total budget.

Funding decisions will be made by the Open Society Institute Sub-Board for Law and Human Rights. There are no deadlines for the submission of proposals, but we recommend that interested organizations contact the program for more information about Sub-Board meeting schedules.
