Mission statement

• to help ensure that existing and future oil and natural resource incomes in the region be invested and expended for the benefit of the public through transparency policy, civic involvement and government accountability;

Program strategy

• NGO monitoring of BTC
• Raising competence of media to report on budgetary issues
• Raising competence of Parliament and civil society to be more active in budgetary process
• Monitoring of International Financial Institutions and other government guaranteed loans to public enterprises
• Civil society participation in developing Extractive Industry Transparency Initiative (EITI) and transparency of public finance

Strategy vision 2004-2005

• Civic participation development through media, trainings, seminars

OSI will work with projects such as:

• Journalist investigation and publication on transparency of oil revenues and oil companies' activities in the country
• Journalist competition for best piece of investigative journalism on an issue pertaining to the budget
• Development of recommendations on how Parliament and Public's role in the budgetary process could be improved.
• Analysis of existing legislation, law drafting on State Oil Fund
• BTC pipeline monitoring projects
• Support to NGO coalition to develop EITI in the country
