This year OSI will complete the EL program. Three projects are planned, in partnership with the Foreign Languages University, In-service Teachers Training Institute and the Azerbaijan English Language Teachers Association.
The goals of the EL program are:
- To systematize, finalize and ensure sustainable development of EL programs supported by OSI
- To institutionalize the program activities through the agency of the Azerbaijan University of Languages and In-Service Teacher Training Institute
- To build local capacity on evaluation of the conducted programs
All three projects will be completed with the collaboration of OSI SPELT teachers within main higher education institutions.

- Methodology in the In-Service Teacher Training Institute
- Academic writing course introduction into higher education system
As part of its project to introduce academic writing into the higher education system, in 2005 OSI published the book Introduction to Academic Writing and Reading: From Sentences to Paragraphs, written by OSI SPELT Teacher Trainer George Bishop, Jr. One thousand copies of the book have been donated to national universities.
