HESP (Higher Education Support Program)
Program Overview - 1997-1999

Mission statement:
  • To promote the improvement of the content of social science and humanities courses in higher education institutions (HEI's)
  • To increase the quality of higher education through application of information and communication technologies
  • To support activities and events aimed to development of educational policy

Achievements 1997-2001
  • Two Summer School Projects on Economics and Library, suggested by "Khazar" University were supported by OSI-Azerbaijan and took place in Baku in the summer, 1999
  • Establishment of the Internet Resource Center at the Baku State University
  • Establishment of the Curriculum Resource Center at the "Azerbaijan" University
  • Five university teachers from OSI partner universities (Baku State University, Lenkoran State University and Mingechevir Polytechnic University) participated in the "Internet in Higher Education" Conference, which took place in St Petersburg in March 2000
  • Trainings for English language university teachers
  • Summer School on Educational Policy and Application of ICT in Education was run by American Studies Center at Baku State University in summer 2001
  • Course Design workshop was run by CRC director for representatives of HEI, March 2002
  • Established links with key departments at HEI for dissemination of information and program events/announcements

Activities for 2002
    Main activities
    1. Development of organizational skills for running of Summer Schools, both National and Network. Promotion of skills and expertise among institutions, which are lacking the experience in the Summer Schools activities.
    2. Capacity building for trainers in the area of curriculum/syllabi designs, teaching methods, evaluation etc, in cooperation with the Curriculum Resource Center and local advanced fellows.
    3. Development of programs in the regions and their involvement in our on-going projects.
    4. Building of closer cooperation between HEI's in the country through mentioned projects.

  1. National Summer Schools Competition
    Project Goals
    • To develop the skills and knowledge of scholars and young scientists in the areas of social sciences and humanities
    • To implement effectively new practices and develop cooperation between local and foreign institutions
    • To develop organization skills to run activities like summer schools, summer courses and other events
    Project duration: September 2001 - August 2002
    Participants: Higher education institutions


  2. Curriculum Development Project
    Project Goals
      To improve the development of social sciences and humanities courses at institutions of higher education in Azerbaijan.
    Project Activities
    • Providing training for faculty members to introduce new content and new methods in teaching of these courses
    • Ensuring sustainability of the project by producing teaching materials
    • Introducing new courses to the curricula of HEI's in Baku and the regions
    • Developing course design capacity at HEI's in Azerbaijan.
    Project duration: January 2001 - January 2002
    Participants: Rafayel Hasanov (author 1 and team leader) and Kazim Azimov


Planned activities for 2003
  1. National Summer School Competition
      Grant-based competition for HE institution in Azerbaijan aimed to develop skills for running of summer schools and make new courses available for participants).
  2. Continuation of Curriculum Development Project
      Development of new courses and curriculum as well as program/scheme for running of the training courses on course design, new teaching methods, evaluation and appraisal.
  3. Support initiative of Khazar University to establish a Teaching-Method Center
      This Center will update the teaching skills in social sciences and the humanities, as well as actively participate in developing the capacity of other higher education institutions in the area of course/curriculum design, evaluation and appraisal.

  2. American Studies Center (joint project of Baku State University with Indiana University, US);
  3. Education and Information Centers in Baku, Mingechevir, Ganja and Lenkoran;
  4. Network of Higher Education Institutions of HESP;
